California close to enacting nation's strongest net neutrality law

The senate voted to save net neutrality back in May after the Federal Communications Commission led by Trump-appointee Ajit Pai repealed Obama-era regulations past year.

The 58-17 vote Thursday was surprisingly lopsided after the Assembly was seen as a potential barrier to the bill's passage.

Republicans on the California Assembly floor said the bill was "going too far" and overstepped its authority on something the federal government should deal with, reports the Los Angeles Times.

"We all know why we're here". That committee's chairman, Democratic Assemblyman Miguel Santiago, eventually yielded to enormous public pressure to restore consumer protections to the bill. "We support an open internet, but this bill move us no closer to that". However, because changes were made in the Assembly, the Senate must vote on the legislation again.

It passed the Assembly 46-20 August 28 and first passed the Senate in January. Supporters of net neutrality rules have been fighting the FCC's ruling on multiple fronts. "It's coming back with a vengeance", said Evan Greer, deputy director of Fight for the Future, an advocacy group that is pushing to preserve net neutrality. Opponents of net neutrality have long said they favor less regulation. They say it's unrealistic to expect them to comply with internet rules that vary across the country.

"Consumers expect a single, national approach to keeping our internet open, not the confusing patchwork of conflicting requirements passed today", Jonathan Spalter, CEO at trade group USTelecom, said yesterday after the Assembly vote.

While its fate is still in the hands of Governor Jerry Brown, California's Senate has voted on and approved a net neutrality bill that is being called the strongest in the nation. They sent Brown a measure allowing the release of records when police are found to have improperly used force or discharged a firearm, committed sexual assault on the job or been dishonest in their official duties. Critics say California would be foolish to give up the unique control it has over its grid operator, especially when President Donald Trump is looking to expand opportunities for coal plants and California is looking to shed coal from the grid.

The bills intentionally lack specifics about what reasonable security features the devices must have, Sen.

The bill stops Internet service providers from blocking or slowing down certain websites or "classes of applications", like video.

The rules, enacted in February 2015 and ended in June, barred broadband and wireless companies such as AT&T Inc. and Verizon from selling faster delivery of some data, slowing speeds for certain content or favoring selected web sites over others.
