With Tweet about jobs numbers, Trump breaks yet another taboo

The problem: The president's tweet came before the release of the report by the Bureau of Labor Statistics, which breaks protocol about not commenting on the report before its public release.

The unemployment rate in the USA has fallen to its lowest in half a century, additionally shrinking the gap between black unemployment and white unemployment, the Labor Department reported Friday.

Trump, who has taken credit for job market growth despite the fact that it began under Obama, said on Twitter he was looking forward to the release of the monthly jobs report just over an hour ahead of its release.

"By law and custom, I was just doing my job, and it was a great number, and I got ahold of him on Air Force One", Kudlow said of his decision to share the jobs numbers with Trump on Thursday night.

Kudlow told reporters that the president did not reveal the details of the report and said it was no big deal that he tweeted a preview of its release.

Spicer said at the time that his understanding of the rule was that it was created to avoid affecting the stock market and noted that he was only tweeting the headline numbers that news organizations around the world already had reported.

Still, some on Wall Street downplayed the ultimate impact of Trump's early allusion to the report.

It is not required for the president to see the jobs report number in advance.

White House chief economic adviser Larry Kudlow admitted that numerous looming global trade disputes could jeopardize the robust USA labor market.

Industrial production recorded its third straight month of gains, while more than three out of four manufacturers reported hiring more workers and investing more in plants and equipment.

"They're treated like state secrets", Alan Krueger, former chairman of the Council of Economic Advisers in the Obama administration, said in an interview with Bloomberg Radio before the employment report came out. "It's up to them to brief the POTUS if he wants it, and we should assume he has been". He told ABC News that the Obama administration "absolutely interpreted [the Labor Department rule] as applying" to the president himself.

The Bureau of Labor Statistics publishes the jobs report on the first Friday of each month at 8:30 a.m. This poll never received a more than 50 percent positive response before Trump assumed office. As I understand it, it is generally a small group of people who receive this information, such as the Chief of Staff, Treasury Secretary, the head of the President's Council of Economic Advisers, and, of course, the President himself.

"You should have gotten the employment numbers from the Council of Economic Advisers yesterday", Furman wrote.

The May jobs report was in fact a good one for a president who likes to brag about the strong jobs market.

Meanwhile, Kudlow said trade frictions between the United States and Canada are a "family quarrel", brushing aside concerns expressed by Canadian Prime Minister Justin Trudeau as an overreaction.

Tony Fratto, a Treasury Department official who worked in George W. Bush's administration, said that while not illegal, Trump's tease could be deemed inappropriate because "you want market participants to get their data from their government in predictable, official ways, not haphazard ones".
