Scalise: I 'Wouldn't Run Against' McCarthy for Speaker

"I was encouraged that Steve Scalise this morning said that he thinks that after the election that Kevin McCarthy ought to be the person to replace me", Ryan, a Wisconsin Republican told reporters Thursday. "It shows you we have an intact leadership team". And if the Republicans lose the majority in the November elections, then the next Speaker of the House would likely end up being Democrat Nancy Pelosi.

House Speaker Paul Ryan's announcement Wednesday that he would not seek re-election triggered a battle for the position.

Meadows, who said he hopes Ryan serves out his term, says he's not interested in the job.

"I think the president will certainly weigh in on who the next speaker should be and I think that that input will be significant", Meadows said.

"I wouldn't run against Kevin".

FOX 8 News recently asked Scalise about that possibility. But that does not address what might happen if a third candidate emerges, and it appears McCarthy can't collect a majority of party votes.

McCarthy has not yet announced a bid for the speakership.

For now, the chief contenders are McCarthy and Scalise, two affable lawmakers who knew each other as young party activists before arriving in Congress. Though there's some sense that the Majority Leader, who is well-liked by Trump, is the favorite, Scalise would reportedly leap at an opening if he senses McCarthy won't be able to drum up the necessary votes.

'We have the history against us when it comes to the party in power that wins the White House and losing seats here. That means the candidate for speaker must have votes from all or almost all members of the party to get the required total of 50 percent plus at least 1 to become speaker.

Now the House has 238 Republicans. All the analysts are saying you're going to have a blue wave.

There also is agitation among at least a few Republicans to move Ryan out of the way now rather than wait until after the election. Additionally, it's unclear how effective a leader Ryan can be over the next seven months given the fact that everyone knows he isn't going to be Speaker next year.

Scalise brushed aside reports that he's preparing a run for the job following Ryan's surprise retirement announcement Wednesday.

"I've heard from none of the candidates, and all of the mentioned candidates are not just friends, they're close friends", said Rep. Bradley Byrne, R-Ala.

McCarthy, 53, is his party's No. 2 House leader and was one of the earliest and steadiest backers of Trump's presidential campaign.

The Freedom Caucus chair has sworn that he has no interest in a leadership position, but so did Paul Ryan during the last go-round, before McCarthy's unexpected withdrawal plunged the race into turmoil. Representatives Ann Wagner of Missouri, Drew Ferguson of Georgia, Republican Study Committee Chairman Mark Walker of North Carolina - and even veteran Representative Tom Cole of Oklahoma have also been floated for leadership jobs. But the whip's aides said while he and Ryan spoke Thursday morning, Scalise said nothing privately that differed from his public remarks, seemingly suggesting Ryan had gone too far.

In 2015, Freedom Caucus members also said they were open to considering McCarthy at first, but ultimately rejected him for Rep. Daniel Webster, R-Fla., who had little chance of winning.

Lawmakers and GOP donors want a leader who can raise money, and there McCarthy has an advantage. "In order to have a conversation about who is the next Speaker - we have to be in the majority". "It is obviously in our interest to keeping our majority that every player is on the field fighting for this majority, raising for this majority and it makes no sense to take the biggest fundraiser off the field and I think nearly all our members see it that way as well".
