"There is simply no way to spin it, the Trump-Pence Administration is going all in on its discriminatory, unconstitutional and despicable ban on transgender troops", the organization's president Chad Griffin said.

"Our military must be focused on decisive and overwhelming victory and can not be burdened with the tremendous medical costs and disruption that transgender in the military would entail", Trump tweeted. "Our troops and our nation deserve better".

In a tweeted response to the president's announcement, Vote Vets reminded the Trump administration of the sacrifices that have been made by transgender Americans who have served in the military.

He said he chose to issue the ban after consulting generals and military experts, although Mattis was given only a day's notice.

"The Secretary of Defense, and the Secretary of Homeland Security, with respect to the US Coast Guard, may exercise their authority to implement any appropriate policies concerning military service by transgender individuals", the memorandum said.

The argument has come back to light after Donald Trump moved this week to ban certain transgender military members from serving.

The ban on transgender troops was lifted in June 2016 when then-Defense Secretary Ash Carter permitted those already in uniform to begin serving openly and ordered the military branches to begin preparing to accept new recruits by July 1, 2017.

Looking beyond the excessive medical cost taxpayers must bear, Dr. Paul R. McHugh, the former psychiatrist in chief for Johns Hopkins Hospital, who believes changing sexes is "biologically impossible", says that being transgender is actually a "mental disorder".

Under guidelines presented in December, the Pentagon could disqualify potential recruits with gender dysphoria, those with a history of medical treatments associated with gender transition and those who underwent reconstruction.

Interestingly, the United States president's concern for "military effectiveness and lethality" has been discussed many times in the past after Trump was skewered by Senator Tammy Duckworth (D-Ill) as a "five time draft-dodger" who refused to serve his country, to stop lecturing about military needs. It further claimed that there were "significant shortcomings" to the Obama administration's decision to allow transgender people to serve, which was largely based on a widely panned study by the RAND think tank. That would represent roughly 0.005 percent to 0.017 percent of overall health care costs for the US military, the study added. Many top generals said the order was too vague to implement, and the military started accepting new transgender enlistees on January 1. The Pentagon said on Friday it would continue to comply with current federal law.

"(The Pentagon) will continue to assess and retain transgender service members", Pentagon spokesman Major David Eastburn said.

"From the first impulsive tweet, this policy has clearly been driven by an extreme anti-LGBTQ agenda rather than what is in the best interests of our troops and national security", said Sarah McBride, national press secretary for Human Rights Campaign.

The document said that the two cabinet secretaries recommended that people diagnosed with gender dysphoria be banned from military service. "It's a gross mischaracterization of transgender people, and it's bad for our military".

The American Civil Liberties Union rights group condemned the new policy, calling it "transphobia masquerading as policy".

A statement issued from the White House late Friday said the President has rescinded his previous policy on transgender service in the military and will allow Mattis to implement a new policy, but did no elaborate on the possible exceptions.
