USA support for Saudi Arabia in Yemen must end, senators say

At 4:30 PM today, @SenMikeLee @ChrisMurphyCT and I will introduce a joint resolution calling for an end to USA support for the Saudi war in Yemen.

A similar bid to end United States support for the war in Yemen was launched in November 2017 in a draft resolution sponsored by Congressman Ro Khanna. "It can authorize - or decline to authorize - military engagement and define USA national interests".

From the beginning, the United States has supported the Saudi campaign with refueling and intelligence gathering assistance.

The bill intends to exploit a powerful but rarely activated provision in a 1973 law - the War Powers Act - that gives Congress the authority to overrule the president and withdraw troops if the former believes the conflict is not authorised.

At a press conference Wednesday, Sanders and Lee admitted that getting a Senate vote on the resolution will be a challenge, but said they would both push their parties to do so and that the principle of needing congressional approval to engage in military conflicts should be recognized.

At least 13,600 people, majority civilians, have been killed since Saudis launched the aggression in March 2015. A Senate resolution calls for an end to US involvement in the Saudi-led proxy war in Yemen against groups allied with Iran. The resolution acknowledged Congress had not authorised the use of military force in Yemen, but it failed to withdraw funding and to proceed to a vote on USA ongoing military intervention in Yemen.

In November, the House of Representatives overwhelmingly passed a resolution that declared the United States' involvement in Yemen is unauthorized. "We're also putting our armed forces personnel and equipment into territory, airspace or waters of a foreign nation while preparing for combat".

"If you look at the War Powers Act, what America is now involved in constitutes a military action", Sanders said.

When Khanna made a similar argument in the House, House leadership successfully fought to keep Khanna's resolution from coming to the floor until he agreed to make it nonbinding and emphasize Iran's support for the Houthis.

Senate rules require a vote on the resolution by March 9. Either way, the cooperation between lawmakers on the two of the ends of the political spectrum is giving anti-war activists renewed hope.

The two said that they would try to move the resolution through the Senate Foreign Relations Committee, but the committee may table it. "We don't know what to anticipate".

Lawmakers have also increasingly sought to staunch the flow of USA weapons to the Saudis as the civilian toll and damage to Yemen's infrastructure mount.

Murphy teamed with Republican Sen. Rand Paul, R-Ky., pushed for a vote to block a $500 million sale of precision-guided missiles for use against the Houthis.
