Senate Passes Spending Bill; House Takes Up Measure Next

The Senate passed a $400 billion budget deal early Friday morning, hours after missing a deadline to avoid a shutdown-the second in three weeks.

The bill passed in a 240-186 vote in the House early morning despite opposition from most Democrats, who had sought a firmer commitment from Speaker Paul Ryan that he will bring immigration legislation to the floor for a vote that would protect immigrants who came to the USA as children from deportation.

Many Democrats support the budget deal, but were unhappy with the compromise because it doesn't tackle immigration - specifically addressing the plight of DREAMers, including the roughly 700,000 immigrants who are in the USA illegally after being brought to the country as children and who are enrolled in the Deferred Action for Childhood Arrivals (DACA) program, which is set to expire on March 5. It would also authorize funds for disaster aid, community health centers, the Children's Health Insurance Program and fighting the opioid crisis.

There was far less drama in the Senate, where the measure sailed through by a 71-28 tally once Paul's protest ran its course.

The accord was announced by Republican Senate Majority Leader Mitch McConnell of Kentucky and Democratic Minority Leader Chuck Schumer of NY. The agreement was reached after Senate Democrats agreed to set aside their immigration policy demands - something House Democrats may not be willing to do.

That introduced doubts as to whether the plan could pass in House, where prominent GOP conservatives are also opposed to the higher spending.

It also would increase the government's debt cap, preventing a first-ever default on U.S. obligations that looms in just a few weeks.

A single Republican senator late Thursday held up a bipartisan bill to keep the USA government open hours before federal funds expired.

"Nobody wants a shutdown", Pelosi told the House moments before the vote.

Paul took to the Senate floor many times Thursday refusing to agree to move up the time for a vote in the chamber on the bill, which requires unanimous consent from all 100 senators.

Friday's budget deal allows for $165 billion in additional defense spending over two years that will help Trump deliver on his promise to rebuild the military. Both Democrats and Republicans have said they were making progress on a budget that would increase spending limits for defense and non-defense programs.

Members of the House were warned they might need to vote on the measure the Senate passed between 4 a.m. and 6 a.m Friday, and, as the hours dragged on, procedural concerns meant a House vote mid-morning Friday appeared possible.

"I can't in all good honesty, in all good faith, just look the other way because my party is now complicit in the deficits", he said on the Senate floor.

Other Democrats registered their disappointment with the lack of provisions on DACA and illegal immigrant Dreamers.

"There is probably a lot of blame to go around for the Republicans who are advocating for this debt", Paul said to CNN's Erin Burnett OutFront. The deal includes similar spending levels for 2019.
