Issa is one of the wealthiest members of Congress with an estimated fortune of more than $250 million. Going into his tenure as chairman, Issa said the Obama administration was perhaps one of the most corrupt in history. But he was facing an uphill battle in his re-election after defeating his Democratic challenger by less than a percentage point in 2016. In the presidential election, Democrat Hillary Clinton defeated Republican Donald Trump, which led Democrats to latch on to Southern California with hopes that they could flip those districts, according to ABC news.

According to NPR, there are now 31 Republican lawmakers who will not seek re-election in November.

Royce, who lives in Fullerton and has offices in Brea and Rowland Heights, has served in Congress since 1993, previously serving 10 years in the state Senate.

Issa was first elected to the House in 2000, and served as chairman of the House Oversight Committee from 2011 to 2015. He presided over contentious hearings into the attack on the United States embassy in Benghazi, Libya, and on the Internal Revenue Service's targeting of conservative groups.

Issa announced that he will not seek re-election from the 49th Congressional district of California, which he represented for 18 years.

Royce is the latest of some 30 House Republicans who have announced they are retiring.

Rep. Steve Stivers of OH, the chairman of the Republican campaign arm, predicted that a contentious Democratic primary would leave the eventual nominee "black and blue, and broke" and benefit the Republicans.

The 49th congressional district, which stretches along the coast from San Clemente in Orange County to Del Mar just north of San Diego, has seen its Republican majority disappear in recent years.

Issa has faced weekly protests over the past year, with roughly 300 people gathering each week - and sometimes more than double that number - outside his Vista office.

Harkey told City News Service she thought California gets a bad rap politically in the rest of the country and wants to work to change that.

Another Republican source identified California state assemblyman Rocky Chavez and former assemblyman Scott Baugh as other potential candidates. In 2016, Democrat Hillary Clinton carried the district by almost double-digits.

That may not sound so bad for Republicans, considering there are now 23 GOP members in Clinton districts. Four are Democrats: Applegate, Mike Levin, Paul Kerr and Sara Jacobs.

California holds a jungle primary, which means the top two finishers - regardless of party - advance to the general election.

Democrats needed to upend both the Yancey and Thomas wins to take control of the chamber, but they could have forced Republicans into a power-sharing arrangement by picking up just one of those seats.
