North Korea tested intercontinental ballistic missiles and conducted its sixth and most powerful nuclear test in September in defiance of worldwide warnings and sanctions, raising fears of a new conflict on the Korean peninsula.

The aggressive tests have led to more global sanctions and pressure on North Korea amid concerns that the window for stopping or rolling back its nuclear program is closing rapidly. Rex Tillerson said in December he hopes sanctions get North Korea to negotiate.

"We're actually closer, in my view, to a nuclear war with North Korea and in that region than we have ever been", said Mullen.

South Korean President Moon Jae In has said North Korea's participation will ensure safety of the Pyeongchang Olympics and proposed last month that Seoul and Washington postpone large military drills that the North denounces as a rehearsal for war until after the Games.

The Korean Central News Agency (KCNA), a mouthpiece for dictator Kim Jong-un's regime, accused Donald Trump of making unprecedented threats against the state.

We did not get upset with Israel, Pakistan and India for joining the nuclear club, but we get in a dither about North Korea and about Iran's nuclear program.

"Do not expect any change in its policy", the report read.

David Wright, a missiles expert at the Union of Concerned Scientists, said: "The question that has always been raised is: Did North Korea get this technology from a [Russian] fire sale?"
