The Reporter Two-Way: CHIP funding

Though CHIP is popular on both sides of the political aisle, its funding ended on September 30, and Congress has failed to reauthorize it. States have started warning that children will lose their coverage if lawmakers don't act fast.

Alabama announced this week that it will stop enrolling children in its CHIP program, titled ALL Kids, on Jan. 1, and will terminate coverage for all children at the end of January if federal funding isn't renewed. Should Congress not pull through, however, state organizations are also taking action to ensure children in the state aren't left without coverage. No one knows for sure whether the massive tax cut bill would produce the projected economic growth but one would think that it would be crystal clear that Healthy Kids would make our Nation's future bright. But this year, Congress has not reauthorized it.

Those children, who are up for their yearly renewal in January, will not be allowed to continue in the program, and the state also plans to freeze enrollment at the same time.

Some states that are almost out of money are preparing to freeze enrollment or cancel CHIP coverage if lawmakers don't soon reach a deal.

"It's incredibly frustrating it's taken so long and such great lengths to fund this historically bipartisan program, but we are encouraged that we are now a step closer to seeing this critical extension become law", Walden said last week in a statement with Texas Rep. Michael C. Burgess, who chairs the panel's Health Subcommittee. It now has enough money to keep operating through January. Some reports show that up to 20 states will run short of money in the first quarter of 2018. CMS and the states have been scrambling to shift other funds around to keep the program going.

It's federally funded and provides health insurance to children from low-income families, as well as pregnant women.

Hickenlooper called it a "one-time only bandaid" until Congress acts. It is exactly how to pay for the $15.6 billion a year program where the disagreement remains. Seven thousand kids will be tossed off on January 1 (Happy New Year!) and tens of thousands more would exit a month later. A family of four making up to $77,982 annually can qualify for the program. The 17,000 youths in CT would have to find another - more expensive - way to find health insurance if the program vaporizes.

The temporary funds would be approved by a continuing resolution bill and the Senate needs to vote on that too.
